Has decided that rules do not apply to him and posted offsite personals. As explained in his previous thread hes been banned ten times already. repeat offenders do not get warnings, as well...someone with his record is fully aware as hes previously referenced that rule in particular. I am only doing "ELI5" because this man just does not seem to understand simple rules.

No it doesn't. It works on the basis that if you repeatedly break rules you get banned.
